What would be an easy way to do this.

A Email is Sent to User A
A copy of the email is Also Sent to User B without User A knowing.

Can this be easily done?

Yes.  In ADUC, open the object for UserA.  On the Exchange General tab, go to Delivery Options.  Set up the forwarding and check the box beneath to deliver to both addresses.
