Error:
Failed to create the 'ExchangeOAB' folder on the target server 'EXCH2013'. Two possible reasons for the failure are that the System Attendant Service is not running or you do not have permission to perform this operation. Error message : 'Catastrophic failure (Exception from HRESULT: 0x8000FFFF (E_UNEXPECTED))'.

I don't know if this matters but there is no System Attendant Service on my EXCH2013 box and the one on my EC2007 box is running. Not sure how to check permissions. Is there a way to just delete the OAB off Exchange 2007 and tell EXCH2013 to become the new generation?

You are right, Exchange 2013 doesn't have System Attendant service anymore which use to be the OAB generator.
Now that work is taken care by Microsoft Exchange Mailbox Assistants service. Hence you need to make sure this service is running and if it is, then restart the service and you should be able to create the OAB.
There's lot of things got changed in terms of OAB.

All I did was create an empty ExchangeOAB folder in the Exchange Server 2013 installation folder. I shared this as ExchangeOAB and gave admins/system full control, Exchange Servers read.





After i tried to move the OAB and it moved successfully.
