forwarding rule

hi all!
w2k3, exchange2003.
Internet mail (outgoing) allowed for special group(connector level securety). The rest has internal mail only. So in connector securety tab:
"special group" -> smtp outside -> allow
all users (default) -> smtp outside -> block
Now i have users who want to forwarding all his mail on other server. But mail forward only if seneder (sender e-mail) is member of "special group" (contact in AD). How can i permit to forward mail from all users outside!?

ps i know that i may exchange rule in connector:
all users (default) -> smtp outside -> allow
group (all without "special group") -> smtp outside -> block
but may be better choice?
