What permissions needs to be assigned to the upgrade account at the Org/Site/Config sections when migrating from 5.5 to Exc 2000?

Admin
Permissions Admin
Service Account

I have seem all three.

Your upgrade account needs Admin at all three levels. Additionally, you need to insure that the upgrade account and system [or everyone group] has full control for the disk where the E55 databases reside.
