After I use outlook to assign a task to someone, I can't change it because I am not the owner any more. Is this the exchange's design or the outlook's? How could I take the owner back to edit it?

Not decline the task. If decline the task I could take the owership back and edit it. But my case something like change my mind or there is something wrong after I assigned the task and need to edit it instead delete it and creat a new one
