Open the Exchange Systems Manger
open your-server
Open protocols
open HTTP
right mouse click on "Exchange Virtual Server"
Select the Settings Tab
and then click the checkbox for "Enable Forms Based Authenticaion".
You can also chose a compression level to speed it up.
In order to get this page you must also use SSL (https) on the website, otherwise HTTP you will get a standard login prompt. (To enter OWA via the standard login prompt you need to type the name as DOMAIN\username)
