JMT -> Policy problem with Exchange 2003 (8.Sep.2005 3:55:24 PM)

Trying to change the policy to work on the created date of the email, not the modified date. Currently the policy seems to be working based on the modified date of the email. Is there a registry setting anyone might know of that can be changed, or some other setting? Any help would be appreciated.
