internet mail to public folder

I'm having trouble getting internet mail to deliver to  a new mail enabled public folder, but have others previously setup that receive mail with no problem. I can deliver internally all day long. I have gone through the article on this website and others to confirm my setup. Permissions on the public folder are set to 'contributor' for anonymous and you can see the folder in the address book. Here's our basic config:

       Inbound/outbound SMTP - Exchange 2003 server, running GFI Mail essentials/security and as front end server
       Clustered Excahnge 2003 Enterprise backend/mailbox server

What's odd is that on the front-end server I see that the inbound mail to the public folder is stuck in the 'Local Delivery' queue. I see 7010 messages in the event log stating that the backend is waiting for an 'auth' command from the front-end, which i would expect to happen by default. I would expect from the 'auth' message that it is a permissions issue, but I have looked at the config and compared it against other working public folders and they are the same. I know i'm missing something simple, please help!

It will take a little moment to percolate through.
If you do a telnet to 25 on the back-end and send a test message (after first double checking the smtp address is what you think it is) does the folder get the message?
