Priv1.edb 16GB for 25 users!

I have a small SBS 2003 server running 25 Exchange users.  It had shut down because the private store was over 16GB.  The server has only been up for about 2 months.  Looking at the mailboxes in Exchange manager, the total size is about 650 megs.  Event viewer shows about 3.5 GB of free space after online defrag.  So where is the other 10+ gigs? Is there a tool that will show total mailbox size and white space size?  The priv1.stm is only 280 megs.
I did just apply Exchange SP2 to get past the 16GB limit - all seems well with the SP2 udpate.

Hi,

Make sure the Information Store Maintenance is scheduled and runs.

Check this:

By default, online maintenance is scheduled to run every night from 1:00 AM to 5:00 AM. To force online maintenance to run immediately, follow these steps:
a.  Click Start, point to Programs, point to Microsoft Exchange, and then click System Manager to open Exchange System Manager.
b.  Double-click the Microsoft Exchange Server server, and then double-click Storage Group. 
c.  Right -click Mailbox Store, and then click Properties.
d.  Click the Database tab, and then click Customize to modify the schedule to run immediately.

Note Online maintenance may take 30 minutes to start and several hours to finish. When online maintenance has started, the following event ID message is logged in the Application event log:

Event Type: Information
Event Source: ESE
Event Category: Online Defragmentation
Event ID: 700
Description: MSExchangeIS (170) Online Defragmentation is beginning a full pass on database 'C:\exchsrvr\mdbdata\priv1.edb'.


View the Application event log to verify that online maintenance of your mailbox store is finished. Event ID1221 indicates that online maintenance is finished. This event ID message also indicates how much free space there will be on your mailbox store after offline defragmentation. Event ID 1221 appears similar to the following event ID:

 
Event Type: Information
Event Source: MSExchangeIS Mailbox Store
Event Category: General
Event ID: 1221
Description: The database Storage Group Name\Mailbox Store has 565 megabytes of free space after online defragmentation has terminated.

Now the priv1.ebd is 21 gigs since Friday!  The online defrag is scheduled to run daily and has finished.  Shows 19GB free space.  Why does it keep increasing in size when there is so much white space available.  I can do an offline defrag but why does it increase?  Could this be a sign that the server is used as a relay?

I suggest to do an offline defrag. Hopefully that should shrink the database down
