Is there a way to get the information stores to replicate from our primary Exchange Server to our secondary/backup Exchange Server?  Bascailly, we are trying to get them to be mirrored at all times.

There may be some third party tools out there, but other than a SAN that does snapshots or something like that, I dont think so. You can do clustering but that is always single instance shared storage.
