by default even if you're enterprise admin you don't have rights to open somebody else's mailbox. For all domain admins there is a explicit deny for that. This is inherited from Exchange org to the bottom. simple workaround my be is add a new user which is simple a AD user. then give this use full control on the Mailbox store
