I have some emails in OWA that will not open.  Most emails work but some will give me "Page cannot be displayed" errors.  I looked at the file level and noticed that I have a few emails that have the same name.  (i.e.  /../../FW:.EML or /../../RE:.EML).

Anyone have any ideas what could be happening?  Anyone else seen this behaviour?

It might be URLScan blocking requests to URLs containing colons.  See if you have a URLScan.ini file.

I have other files that are "/../../FW: foo.EML" and so on and these work.  Would the URLScan allow those emails to be displayed and not the others?

Also, could this be a permissions error?

It's not likely to be a permissions error if they are in a person's mailbox.  Have a look in the IIS log.  It might have written a comment to say why the access is being blocked.
