so what will happen if i hit the 16MB limit?  Do i just need to delete email for users to get it back down?

I am not sure what you mean but when Exchange reaches the store limit it will autmatically dismount the stores. (this depends on the type of Exchange server you have)
There are some registry settings by which you can enlarge the store limit so you can mount the stores and are able to clean things up. Check the MS site for the correct settings.
