I am trying to find the option that allows client based forwarding rules.  As I recall, there is an option which must be enabled, otherwise the exchange server will disable or ignore any e-mail forwarding rules that the client creates.

I have not heard of such an option within exchange that needs to be enabled. Are you talking about outlook rules or automatic forwarding through Active Directory?

The problem that I am having is that a client is trying to set up forwarding rules in outlook to automatically forward e-mails to an external account.  All of the forwarding rules are not working (they are simply not forwarding)  I belive that there was an option somewhere to enable e-mail forwarding.  Without this any client forwarding rules simply seem to be ignored by the server.

For external account forwarding.
Go to global settings-Internet message format-rt click properties-advanced tab-check mark allow message forwarding.
