THanks for getting back to me.

However i followed those steps and i found a problem. when i look at step 2 i dont have that option.

When i click on that i get the option to create a new public folder. When i click on that it jumps me to the public folders under the public folder store. When i click on the public folder that i have created here i dont get the option for mail enable i just get the options for replica and folder properties.

I went back to step 2 as above and looked at connect to and there are no public stores available. however the public folder store is mounted. Any ideas?

The right click only works on the left-pane of that window.
Also step 1 are you using the account that has rights to Exchange? By default domain admins are excluded.

ok right click the top "public  folder" and select properties. What do you get? Have you associated the folders?

I have looked at it, and i beleive i am doing everything correctly. I have even tried to create a new public folder tree (I named it Corporate to distinguish the two) and a new public folder store (also called Corporate) but i have the same issue in temrs of trying to create a new folder under the tree in system manager plus i dont see the new folder tree except the default from outlook.
