MAPISVC.INF error on Client Access Permissions

Hi,
In Ex Sys Mgr (on the back-end virtual servers) when clicking on the Client Permissions tab of the properties of a Public Folder (under the public folder store) I get the following error :-
Unable to create the required MAPI profile. Please verify that you have sufficient permissions to write to the MAPISVC.INF file
 
In the event viewer on failover there is also the error:-
Source:MSExchangeSA
Category: Monitoring
Event ID: 1005
<< 0xc103073a - Unable to create...>>
 
This error does not occur when you check client perms on the front-end servers (or public folder servers).
 
Setup: 2 front-end servers 2 public folder servers and 2 virtual back-end servers all running Exchange 2003 SP2 on W2K3 R2 (clean installs).
 
Any ideas on how to fix or debug this further?
