Public folder name changes

We have a contact list that was created in the public folder and everyone have read and write access to it. We want to be able to give everyone rights to create and edit contacts it this public folder but can only delete the contacts that they created. Everything is working fine except the name of the public folder constant changes. I think someone is accidentally changing the name without knowing it. Is there a way to track who was the last person who changed the name of the personal folder? Better yet, is there a way to prevent them from changing the name of the public folder but maintain read and write access for all users?
