Sorry could not exactly make out the question. Do you currently have an email server or are they being hosted? What is the specific problem with the ISP?

If your ISP outgoing server sometimes doesn't allow you to send email, I would find out their policy. Reason being, because if you build your own server and continue to use your ISP and they have some policy against sending email in some way that you seem to suggest, then it will not matter if you build your own outgoing server to circumvent this issue.

is mail being rejected when you send to certain domains,

for example you can always email xyz.com but can never email abc.com

do you get mail rejections / failure reports?

do you know if you have an SPF record for your domain,

your isp should be able to tell you , at least, and create one if nessecary.

its important to find this out because even if you move your outgoing mail to an exchange server you control yourself , you may still have this problem.

The mail server responded: 5.7.1 <email@duwin.com.ph)... Relaying denied. IP name possibly forged [xxx.xxx.xxx.xxx]. please verify that your email address is  correct in your Mail Preference and Try again.
that the error i recieve but in my my new mail server.. i can send and recieved email with no problem.. so i decided to change there outgoing server direct to my exchange server so they can send email.. but i cannot get tru... thanks..

I would say with 90% certainty this is an SPF record error.

If you open an NSLOOKUP and type

set querytype=all <enter>
yourdomainname.com <enter>

you are looking for somthing like this:

"v=spf1 mx ptr ip4:xxxx.xxxx.xxxx.xxxx/19 ip4:xxxx.xxxx.xxxx.xxxx/19"

where xxxx.xxxx.xxxx.xxxx/19 is an IP address range that your ISP has (should include your own public IP)

as well as the normal MX records etc that you have associated with your domain.

if you do not see a record of this kind you need one created.

I would contacty your isp and get an spf record set up and then try sending some mail.

Run your domain through dnsreport.com. IP name possibly forged can also mean that your mx records are not setup correct.
