It is possible for users to create rules on the server to sort email or is this a outlook specific function?

You'll have to explain what you mean by "sorting" mail.  What do you envision sorting and why?

Some of the users will be on OWA most of the time and need to create mail rules that sort mail from particular people into subdirectories of the inbox. Is it possible to create these rules on the server or is this strictly a outlook function.

Thank you for elaborating.  Yes, this is done using Outlook rules.  There is no provision for this on the server side.

You can create server side rules through OWA. Open OWA, go to rules tab, new button. Some caveats.

From the Mailbag: Rules in OWA
A reader asks: Can I run rules in OWA?
It depends which version of Exchange you use. The OWA that Exchange 5.5 and Exchange 2000 use don't support rules, Exchange 2003's OWA does. You can even create rules based on the address or subject of an existing message using the right click context menu or by clicking on the Create rule button in an open message. OWA doesn't support the "Run Rules Now" feature found in Outlook and new rules won't apply to existing items. You'll need to open your mailbox using Outlook 2003 to run the rules on the existing items. With the exception of client side rules which are only supported in Outlook, rules created in either Outlook 2003 or OWA can be edited by the other application. Although rules created in Outlook 2002 can be edited in OWA, rules created in OWA can't be edited or Run Now in Outlook 2002.

When I log into OWA, I don't see a rules tab. I am running exchange 2003.

I've never seen it where the icons were not there. Can you try another computer and account, let's see if it's isolated to your browser or account.
