Local Policy Violation? w. Default Setup?

Hello,

Im not sure if this topic has been discussed yet but heres my situation.
 
If myself or any user that is currently sending emails through Exchange to this one recipient they receive this message
 
The following recipient(s) cannot be reached:       exampleuser@somewhere.com on 3/21/2007 4:15 PM             The recipient could not be processed because it would violate the security policy in force             <Server.name.local #5.7.0 smtp;550 5.7.0
 
So I then searched support.microsoft.com for #5.7.0.smtp,550 5.7.0 and found this, http://support.microsoft.com/kb/823866/EL/
 
Which I followed and believe I setup correctly, however after discussing this issue with a collogue and still not being able to send emails to exampleuser@somewhere.com we noticed that these would be under an Outbound Issue. So I proceeded with this http://support.microsoft.com/kb/265293 which once again was great and I followed the directions, but sadly I still cannot send emails to that recipient.
 
Any help would be greatly appreciated.
