Hi,

I want to know if there is any way that a group of users say developers, when they send mail to external domains, should first to go one person who will click an approve button, and then only it will go out.

Soumya,

You can create a group and make a transport rule which matches all mails send from user that are member of that group. Unfortunatly there isn't an option to check and approve the mail. But you can redirect the mail to another adres and then let the  user of that box forward the mail. Please note that you have to inform you  users about this. If you only want to make a copy of an e-mail think about setting up journaling.
