Check Message Tracking to determine what is happening to the message
Check the queues
Are you getting NDRs?  What do they say?

Not your fault.  Sometimes I throw out shorthand and abbreviations without thinking.
NDR = Non-Delivery Report.  Also known as a "bounce" message.

If Message Tracking does not show the message, are you confirming that the message actually left the sending mailbox?  Does it appear in a@xxx.com's Sent Items folder?  What happens if "A" sends using Outlook Web (OWA) instead?  What about using Outlook in non-cache mode?

Question - do users "A" and "B" have their mailboxes on the same mailbox server?

Are you sure that Message Tracking is turned on?  Don't mean to sound insulting, just trying to help.

In Exchange System Manager right click on your server and go to Properties, you should see a check box for Enable message tracking.

Also what does your Application event log say.  Are there any errors in there that can help.

No, not bad.  I just wanted to see if there was an additional connection and place to check for the messages.

I'm the assistant for RDiaz and we're still having the same problem. I did everything you said, but still not working. We can receive messages, but when we send them they are not getting to the recipient and we are not getting any NDR.

Let's take a step backwards.  Confirm the following is happening in your environment:
1.  The sender never receives an NDR
2.  The queues are empty after a message is sent

Do this - check System Manager (ESM), and note the item count on any particular mailbox.  Send a message to that mailbox and refresh the view.  Does it increment?

Please confirm Message Tracking is enabled.  For any message that does get through, can you view the tracking information?

What does Message Tracking say?  Are the messages delivered to the appropriate mailbox?

The message tracker says

report generated internally
smtp store driver: message submitted from store
smtp store driver submitted message to MTA
unroutable report discarded

When you create a message in Outlook, type in the SMTP address and click Check Names.  Does it get replaced with the AD display name?

Follow the instructions in this article:
http://exchangeguy.blogspot.com/2007/06/using-telnet-to-simulate-server.html
Replace "fqdn" with your server name in the Telnet command line.

Let me know what happens

Interesting...  Did you receive OK responses for every one of the SMTP commands during the Telnet session?

How did you figure out what the problem was?
Where did you get the resolution requiring the reinstall and what exactly did it say?
