Mail collecting in User's Mailbox but not appearing in client outlook

Hi, I'm using MS Exchange set up with SBS 2003. I've configured and set up
a lot of things on SBS and most features are working, but I'm not having
much luck with sending and receiving emails on Exchange. I don't even see delivery notification emails in the outlook client.

I have set Exchange up to collect emails from my ISP email accounts using POP3 connector and then for it to distribute mail to the relevant mailboxes on Exchange. Unlike some other similar problems on this forum, all of this process works and the emails are collecting in the mailbox, but they are not being distributed to each user's outlook client. (When I say they are collecting in the mailbox I go to the mailbox store and each user's mailbox has data in. I cannot be sure what they hold, but it may be a collection of send errors and legitimate email that has arrived through the pop3 connector.)

These folders are empty:
C:\Program Files\Microsoft Windows Small BusinessServer\\Networking\POP3\Incoming Mail
C:\Program Files\Exchsrvr\Mailroot\vsi 1\PickUp
C:\Program Files\Microsoft Windows Small BusinessServer\Networking\POP3\Failed Mail
C:\Program Files\Exchsrvr\Mailroot\vsi 1\Queue
 

I've now looked at C:\Program Files\Exchsrvr\Mailroot\vsi 1\BadMail and as
you would expect there are loads of email delivery failures, eg:

Unable to deliver this message because the follow error was encountered:
"This message is a delivery status notification that cannot be delivered.".

The specific error code was 0xC00402C7.


Why is the mail not getting from the mailbox into Outlook?? The Outlook client
looks as though it is going through the correct motions, it's just not
receiving the emails from the mailbox, which incidentally is not near the limits which will prevent send and receive. Any suggestions?
