HI
I have some Q
First are both brunches installed in the same Storage Group
or there is one for each one
I have a simller thing
That is
i have exchange 2003 ( 2 brunches ) each one in a site and each bunch in a storage group
I had move the server from from the routing group and place it in the routing group that is in the storage group for its brunch
and create a GRC that point to the other server
this problem as I see and if you check the event log telling you
that exchange unable to find a way to communicate with the other exchange server .. this also happend when you are using a slow connection

now after I did this
all the internal mails are working fine ..and both brunches can send Email to each other
