Pain -> Message tracking error '"The tracking database is not available" (19.Jul.2007 11:56:00 AM)

W2k3 SP2, Exchange 2003 SP2. I have enabled tracking and subject logging and display enabled. I have given proper access to the shared log folder, yet I still can not get any tracking search to show any results, I just get the error "The tracking database is not available or the message has left the Exchange organization." I can see the log file being created and I can look in the file to see it contains email addresses I want to search for, I just can't get the search function to work from tools/message tracking. If I'm logged on as a domain admin, and have given domain admins access to the log folder, shouldn't that be sufficient? Any ideas where to look for the peice of the puzzle I'm missing?
