We have one domain called xxx.local and I just created another domain called xxx.net.
How can I move our user accounts from xxx.local to xxx.net without losing the users' mailbox data, permissions, and account information?

Why you need to move user to other Domain?  If you just want to change Domain name, you can use Microsoft "Domain Rename" tool to change Domain name (assume the existing Domain is Windows 2003).  If you want to upgrade hardware, you can promote a new server to additional Domain Controller and transfer FSMO to new DC.  It can retain user information, permissions and mailbox etc.  It's easy than ADMT.  Except you need to move user to other company.

We are creating another domain to separate one of our departments as its own entity. They have their own DC, exchange server, application server, sql server, etc.  The xxx.local and xxx.net domains are both Windows Server 2003.
Both domains have exchange 2007 servers.  The department consists of only 30 to 35 users.  What would be the best tool to use?

Follow this guide for moving mailboxes across a forest.  It also talks about using ADMT to move users/groups/etc...
