I'm having multiple problems with our Global Address List.

First, some client/server info: Exchange Server 2007 (not sp1) running on Windows 2003 R2 x64, SP2. Clients are running XP Pro, SP2, Outlook 2007.

We were running Exchange 2003 SP2, we migrated to 2007. The migration went well, no problems.. mail flow is working fine.

Here are the issues with the address list after a few months of running 2007.

1. Users added to Active Directory and given a mailbox do not show up in the Global Address List from the perspective of a user who migrated from 2003.

For instance: My account was migrated from 2003 -> 2007. I've added an employee/mailbox since the migration. I can not see him at all in the GAL, however he can see me in the list. He can also see other users that have been added since the migration.

This holds true for changes to the GAL.. For instance one of our employees got married last month, and this month I changed her last name and email address to reflect her new name.. in my address list, I still see her old name and email, but in new user's GALs - the name and email are updated. She also was a user who was migrated from 2003 -> 2007

2. From outlook 2007, I get a send/receive error when going Tools -> Send Receive -> Download Address List. It only gives me the option to download the "\Global Address List".. The error is "Task 'Microsoft Exchange Server' reported the error (0x8004010F) : 'The operation failed. An object cannot be found.' "

From outlook 2007, when a newly created user goes Tools -> Send Receive -> Download Address List.. they only get the option to download the "Download Offline Address Book List".  They also get an error which reads: "Task 'userName@domain.com' reported error (0x8004010F) : 'The operation failed. An object cannot be found.' "

3. Deleted users still show up in the Global Address List for users that existed before the migration (such as myself).. These deleted users do NOT show up in GALs for newly created users.

If you can imagine, this is causing lots of problems.. When users click "TO" when composing a new email, they can't double click names of newly created users.. and they can't schedule these people for meetings.

My colleague and I have discovered a few things while investigating.. We can get the newly created users to show up in the "All Users" list.. found in the dropdown menu when selecting names in the address list. Also when you flip to the "All Users", the name for the gal who got married shows up correctly (and emails to the correct alias). This however is extra clicking that shouldn't need to happen.

Also, using a address list analyzer, we've found that users are split into to groups. Here is my entry (with real information removed).. I was a user who migrated from 2003 to 2007..

Primary Proxy Address and mail attribute match.

Here is an entry from a newly created user. His real information has been reduced to initials, and I changed our domain information. Note the difference in the Adminitrative Group!!

So it seems anyone who is listed in the Exchange Administrative Group can see everyone in the GAL no matter which group they are in.. but users who are listed in the First Administrative Group can only see other First Administrative Group users.. unless they goto 'All Users'..

Can anyone think of anyway we can get this straightened around?

What is your OAB generation server and is autodiscover working?
 
put the output of autodiscover here.  It can be tested by control + right-clicking the outlook icon in the taskbar.  go to test-email configuration.  unselect both guessmart options.

so you're using a PF for OAB and not EWS.  Do you have a replica of the OAB on a/the Exchange 2007 server(s)?  If not, replicate.
 
You can enable web delivery of the OAB as well (through EMC - properties of CAS - I believe).  It looks like you have at least a portion of clients using Outlook 2007. 
 
Once this is created, you should see an oab VDir in IIS with a folder underneath.  It'll take a little time to populate.  After it does, check autodiscover again and you should see a OAB URL similar to: https://exserver.domain.domain.com/oab/....

Yes, 100% of our clients are running Office 2007 - so no worries about older clients.

I ran the same Autodiscover test on a client who can see the GAL properly, the OAB is also set to PF.

I'm not sure exactly how to answer your question about the replica of the OAB. How exactly can I check that? I am running only one exchange 2007 server in this organization (edit: no other exchange versions either).

Under the Exchange Management Console, MS Exchange -> Organization Config -> Mailbox -> OAB Tab. There just the Default Offline Address List.

In IIS on the Exchange Server, I see the virtual dir for OAB, but there are no files within the folder the vdir is mapped to.

The other spot I'm seeing OAB listed in the EMC is..  EMC -> Server Config -> Client Access -> OAB Distribution Tab.    It says:

Name
OAB (Default Web Site)
Internal URL:
http://exserver.domain.domain.com/OAB

right click on properties of the entry: there is no external URL entered. Polling Interval is at 480 minutes.

A third spot I'm seeing OAB configured is in EMC -> Server Config -> Mailbox -> Database Management Tab -> First Storage Group .. Mailbox DB -> Right click, properties..

Client Settings Tab reads:

Default Public folder database: exserver\Second Storage Group\Public Folder Database
Offline Address Book: \Default Offline Address List

The location of the web distribution is a little different, I think.
 
Not having anything in the Oab vdir is a good sign that web based distribution isn't set up.  (although, your clients should revert to the public folder server - but getting web distribution set up moves you closer to not using PFs.)
 
I believe you have something listed when you run:
get-oabvirtualdirectory -server myserver
 
if not, run a new-oabvirtualdirectory...
 
then run a
get-offlineaddressbook | fl Identity, Server, Versions, PublicFolderDistributionEnabled, WebDistributionEnabled, VirtualDirectories
 
you should see pfdist true and web false.  I believe for you the vdir will be blank.  You should have version4 listed (possibly 2,3). 
 
if it is blank, run a set-offlineaddressbook "Default Offline Address Book" -Versions Version4 -VirtualDirectories "<name of vdir listed in top step>"
 
run a get-offlineaddressbook | update-offlineaddressbook
 
you'll have to wait for a bit (i believe you'll get an oabgen informational message in the event log).  then run an
 
update-filedist (tab - not sure what the exact name is)  myserver -type oab
 
i hope most of these commands are right, but you might have to play with it a bit.  please post any corrections here.

That syntax is correct, it returned:

Since it looks like a version problem with the public folder, I investigated to this point:

Try putting it in a variable:

I ran this command selecting all fields, there might be a version problem here as well?

I've definitely lost my train of thought, but let's start somewhere.

Can you do a new-offlineaddressbook?  will it allow you to create one and what is the version?
