Can i install exchange 2003 after installing exhcange 2007?

No, you cannot.  The reason being is that Exchange 2007 has the knowledge on how to co-exist with Exchange 2003.  Exchange 2003 does not know how to create co-existence with Exchange 2007.  Since you can only have one Exchange Organization per forest, you will not be able to install Exchange 2003 in a forest that contains Exchange 2007.

What if i have exchange 2003 organization then i installed exchange 2007 servers in the smae forest ,then i wanted to install exchnage 2003 servers later.Can i?

only if there is still an exchange 2003 server in the org.

Microsoft official stance on this:

" If you deploy Exchange 2007 as a new organization, you cannot later install Exchange 2003 or Exchange 2000 in the Exchange 2007 organization. This is not a supported scenario. If you anticipate requiring Exchange 2003 functionality in your organization in the future, you must first install an Exchange 2003 organization and maintain at least one Exchange 2003 server."
