Ok, during installation I'm getting the following:

Service 'MSExchangeTransport' failed to start. Check the event log for possible reasons for the service start failure.

Looking through the error log, the only error I'm seeing pop up consistently is this one with no other indications of issues, except this one:

Description:
Microsoft Exchange couldn't read the Receive connector configuration. The service will be stopped.
So yeah, since Exchange hasn't been completely installed, there is no receive connector configuration. If I try to run the MSExchangeTransport service, it'll automatically terminate as expected (since it only runs when there is a task to do).
Any ideas on how to force the setup to move past this step?
