There are two places to look. One is in the settings for each individual's mailbox. Open "Active Directory Users and Computers" on your domain controller as a domain admin, find a user that you know had problems sending a 2 meg message and double click their account. Click the "Exchange General" tab. Click the "Delivery Restrictions" tab. Check the restrictions. If you don't see any size restrictions set there, then it's probably set on the virtual SMTP server itself. So open "Exchange System Manager", drill down until you find the virtual SMTP server, right click on it and choose "Properties". I'm using Exchange 2003 and they changed stuff just a little bit between the versions but seems to me you should still see a "Messages" tab where you set message size restrictions. If not, just click each tab until you find where one sets the message size restrictions. Between the two, the most likely culprit is the virtual SMTP server but every now and then, you find that someone set a restriction on a specific user. It only takes a few extra seconds to check both.
