This is the qmail-send program at yahoo.com.
I'm afraid I wasn't able to deliver your message to the following
addresses.
This is a permanent error; I've given up. Sorry it didn't work out.
<xyz@abc.com>:
123.456.66.7 failed after I sent the message.

What inbound filters do you have in place?

Blacklist/gray-list
Filter by sending domain name
Filter by sending IP address
Filter by message content

Does inbound traffic come directly to your Exchange server, or do you have some other gateway that accepts the mail first?

no the inbound traffic doesnt come directly to our exchange server, we have a gateway that receives the mail first before forwarding to our exchange server

That makes sense.  That's where you'll find the policy that is stopping the inbound messages.  This isn't an Exchange issue.
