Error adding recipient policy

Hei!
      I have installed Exchange 2003 on a Win 2003 Ent Edt. I have a domain called home.local. I wanted to add a new policy for domain.com but each time i try to apply the change i get a error message stating that the Virtual server is not running. I have checked a couple of hundred times that the SMTP service is running. And even in system manager is shows up as in running state. The error i get is some thing like
"The specified virtual machine is not currently running. 
Id no:c1034a70
Exchange System Manager."
I have tried starting IIS, tried doing changes in the services order, done everything i possibly could think of. I couldnt find any related topics on neither microsoft nor google. I hope someone can help me or guide me in the right direction.

I have a similar issue. I've installed an Exchange 2003 on a 2003 Enterprise Ed. When I try to change a proxy address using ADUC [user] - Properties - E-mail Addresses - New - SMTP Address y get the same error:
"The specified virtual machine is not currently running. 
Id no: c1034a70
Microsoft Active Directory - Exchange Extension"
Surprisingly in the active node of the cluster works fine, i.e. In a two cluster node scenario when working in the active node of the cluster and try to add or modify a proxy address then works fine, but in the passive node appears the error described above.
Any ideas? has anybody had the same issue?
