Setup new server with W2K3R2 64bit.  We have one exchange 2003 SP2 server to migrate.  Ran all prep commands without problems on domain.  When installing exchange 2007, the Hub Transport will not install stating the "The process does not possess the 'SeSecurityPrivilege' privilege which is required for this operation."

I have ran exchange prep test and all domain controllers report fine, like below.

I have verified the Manage Auditing and Security Log right is setup on every DC for exchange enterprise servers.  The exchange server is setup correctly in DNS and can communicate with all the DCs. 

I have search the forums and MS site and found little details on this except to verify the Manage Auditing and Security Log right. 

Any other clues what might be causing this?

This seem to be a permission problem
Make sure that you are using the Ent. Admin..
are you on a child domain
What Errors in the Eventlog\App report

Are the other Exchange Rules installed successfully ????

From the way it sounds, I think so too but where?  This is a single domain, the server is a member of the Exchange Enterprise Servers and my account is a member of the Enterprise admins. 
So here are the errors from the app log I was getting when trying to install from the original install files,

Make sure that the Remote Procedure Call (RPC) service is running. In addition, make sure that the network ports that are used by RPC are not blocked by a firewall.

Description:
Process MSEXCHANGEADTOPOLOGYSERVICE.EXE (PID=1312). Topology discovery failed, error 0x80040a02 (DSC_E_NO_SUITABLE_CDC). Look up the Lightweight Directory Access Protocol (LDAP) error code specified in the event description. To do this, use Microsoft Knowledge Base article 218185, "Microsoft LDAP Error Codes." Use the information in that article to learn more about the cause and resolution to this error. Use the Ping or PathPing command-line tools to test network connectivity to local domain controllers.

This is after the Hub transport was trying to install and would adventually time out. 

When trying to install with the SP1 install files, it was quit during the Hub Transport and report the following.

So looking at the ExchangeSetup.log, it is finding the DC, states preparead has been run and replicated to all DCs.  It chooses the GC, DC, finds the existing exchange organization.

It states it is installing bridgehead, then the following for the event id error

So I found the problem, it was actually corrupt TCP/IP drivers.  It was causing problems I guess with communication with AD through DNS.  I uninstalled the IP drivers and reinstalled them and the server installed fine.
