can anybody tell me if Journaling in exchange 2007 is FSA compliant and if so can they point me at some documnetation that upholds this.

The journaling act has got nothing to do with compliance, FSA or otherwise. It's what you do with those messages and how you store them after you've journaled them. If you have a business need for appropriate journaling and retention you should be asking a hundred other questions from half a dozen potential vendors rather than a single question in this forum.
Take a look at NearPoint from Mimosa, they should be able to help you out properly.
