To rfranks...did you ever resolve this issue?  I am experiencing something similar.

I have not. I had to put it on the back burner for a while. I plan on re-visiting soon though. From what I've seen, it seems to be something in the AD schema. The reason I say that is because I deleted all public folders, setup a second Exchange server, same domain, re-created the public folders and had the same exact issue. Can't display free/busy info when creating a mtg request either. Guess I'll have to blow $225 and call MS. Not that that seems to have helped anyone else. If I figure this out, I'll be sure to post what I did here.

I know I am a little late to this but I too was having this issue. I too upgraded from Exchange 2003 to 2007. Fixing this allowed me to setup the replication between two 2007 servers.

I looked through the Offline Address Book. I found 3 entires and EX:/o=First Organization/ou=First Administrative Group wasn't setup. I'm pretty sure I used ADSIedit to remove the last remaining public folders from Exchange2003. Anyhow, I edited the EX:/o=First Organization/ou=First Administrative Group, setup a replication parter (primary server) then setup the Alias and DisplayName on the Exchange General tab. I was then able to add replica's to the other PF's in the list.
