RPC over Https is Very Slow

Hi all ,
I have Exchange 2003 with SP2 on Windows 2003 SP2 single exchange server ,
One Domain Controller on Windows 2003 with SP2
I have configured RPC over Https with commercial SSL certificate.
Did Registry Change on required port on Exchange server
Did Registry Change on DC  as per documents

I can connect to Exchange server from Outside with RPC over HTTPS , but its extremely slow it take almost 30 sec for Prompt for USER name Password and Then almost 2-3 Min to connect outlook.
When I run outlook /rpcdiag its show Directory  Avg Resp is 69344 and for Mail Avg Resp is 7356  i use 128 to 256 Kbps internet for client . in local network it connect fast.

is this some networking issue? what speed internet connection required for RPC over https? or i miss some configuration?

Please help.

Have you got Outlook set to use RPC over HTTPS for both fast and slow networks? If not then it sounds like the timeout time. Outlook is easily confused as to the speed of the connection.

As for bandwidth, I have run RPC over HTTPS using my mobile phone, thats what - 9.6k, something like that?

Yes on Outlook 2003/2007 client with fast and slow network , with cache mode and without cache mode same response. but OWA and Activesync work good.

There is firewall between Exchange and Domain Controller. but i have open allow all from Exchnage to Dc and viceversa. still same result.

I am lost as what to check next.

I wouldn't advise a firewall between Exchange and the domain controllers to begin with. The number of holes that you have to put in the firewall basically make the process useless. That would certainly be one of the places I would be looking for the problem. The issue sounds like something timing out, so you have to look at what is blocking the traffic.
