We have SBS2003 with exchange deployed.  However, I would like to setup SMTP POP3 connectors for users to receive and send emails outside the network with Authentication.  I went through he setup and I can receive emails outside the network... but, I can’t send emails.  I tried to change many settings no luck.  At this point I have no clue.  any help would be great.

Have you checked the SMTP connection properties and the smart host ,are they setup
correctly?

Have you checked your firewall port?

I can send and receive emails using POP3, SMTP inside the network no problems.  All my settings on the connecters side seems to be okay. 

Outside the network, I can’t seem to send emails!!! I can receive emails no problems.

Any ideas?

do you have an external firewall that could be blocking port 25?
Internal mail would work fine behind the firewall.

Many ISP now block port 25, and force you to use their SMTP.  Bellsouth & Comcast or both guilty of this.  If you change your SMTP to their servers it shoudl work, or you cna clal them and have them open port 25 for you.
