Hi we currently have 2 Exchange Mail Servers and each are located on different sites. The both have the mailbox role installed and user's mailbox are split between the 2 servers.
i have enable SCR on both of the servers have them as scr target for their respective database (First Storage Group). In DR scenario, if we totally lost the other site, will we able to
get the SCR copy activated? in this case will database portability works if the source server is not available? or /recoverserver is the option to use? (note: the other server is not a standby server but also a production server)

Well, what you would have to understand is that you would have to basically make the mailboxes point to the "New Server".
So steps for doing this would be first to suspend the replication, mount the DB (keeping in mind all the logs have replicated and replayed)
lastly move the mailboxes (using the configurationonly cmdlet). Once this is done - reseed the DB on to the "original server" when ever its back up and running.

It will definitely work -thats the very reason why SCR came into existance or in other words it was brought to exist.
