I have a user trying to schedule a meeting for over 25 users and for some of the users, she is getting "No free/busy information available".  For the ones that do show, I had run outlook.exe /cleanfreebusy to resolve an unrelated issue prior.

Is there something on the server I can do to "refresh" the free/busy information, so I don't have to do this at each workstation?

Publish free/busy is a client side setting. Therefore if something is wrong and it requires a clean free busy flush that is something that you need to do on each machine - unless you can find the source of the problem - ie why free/busy publish isn't working correctly.
