We have an Exchange 2003 Standard installation. Do our Public and Private stores both count together towards the 75gb limit? In other words, if my public store is 15gb and my private is 60gb, will the store dismount? Or is the public store taking up 15gb of its 75gb and the private is taking up 60gb of its 75gb? Thanks in advance for your clarification.

It's separate from private and public store but if either one reaches 75gb then it will get dismounted.

The combined size of the EDB and STM file for the mailbox store has a limit of 75GB as does the combined size of EDB and STM of the public folders.

With Exchange 2003 SP2 the behaviour changes. Prior to that service pack it was the physical size of the two database files. That allowed you to have up to 32gb of email - 16gb in Private (Mailbox) and 16 gb in Public (Public Folders). With Exchange 2003 SP2 and higher, it is the logical size. That is the sum of the two database files (priv.edb and priv.stm) minus the size of the white space. Therefore it is possible to have a database which physically exceeds the 75gb limit, without having the database shutdown. Therefore you can now have up to 150gb in email stored - 75gb in Public and 75gb in Private. Simon.
