Exchange 2003 in same forest, different domain

I am getting an error when installing Exchange 2003 into a different domain within the forest.

The first domain has been working fine for a few years.  We added a second domain (another tree root).  There does not seem to be any replication errors.  DCDiag and NetDiag produce no errors.  All DCs in the forest are Win2003 R2 with SP2 applied.

DomainPrep seems to have worked on the new domain without errors.  The two Exchange groups were created.

The new exchange server also runs Win2K3 R2 SP2.  Install goes a fair ways, and then ends with an error :
Setup failed installing sub-component Microsoft Exchange Server-Level Objects with error code 0xC0070035 (please consult the installation logs for a detailed description).  You may cancel the installation or try the failed step again.

The network path was not found

Looking on the web, all this seems to point to clustering, which is not being used on this install.

I did pre-create an Administrative Group (and routing group) in ESM, and delegated Full Exchange Admin rights to the admin in the second domain.

I went into ADSIEdit and noticed that the Exchange Domain Servers group from the second domain does not seem to have been granted permissions to the Exchange configuration containers...

any ideas/suggestions are appreciated!

Looks like I found the error.  This KB did not turn up on MS Support when I searched, but a google search led me to this:

The problem seems to be related to a call to a DC in root domain (or other) using NETBIOS

Exchange runs forest-wide. You can either create a separate forest for students or place the students in a separate mailstore which will allow you to manage the policies separately as well.. A single Exchange organization can have multiple smtp domains.
