I want to block outbound (internet) emails from my exchange server for my users who send out multiple emails in a short time frame with the same subject/size.    I am being blacklisted for sending bulk or unsolicited emails.

I have configured my maximum recipients per message to 50 recipients.   Much less than that and I have problems with internal distribution groups.

Any ideas?    My hosted spam filter services say that I need to manage this at the Exchange level.

If you're being blocked like that you've got other problems. Restricting quantity isn't going to help much. What are you sending? Sending a ton of mail now and again won't get you blacklisted unless you've got some shady content in there. I'd review the content before looking at restricting people.

I know this is my problem.   I was using a hosted spam filter service and they shut me off.   They gave me specific examples of why I was shut off.   I had a few users sending unsolicited emails.   They would send the same message to about 40 different recipients several times in about an hour time frame.

How I can systematically block this type of activity at the Exchange server level?    I have spoken to  MXLogic and Postini  hosted spam filters, they both say to manage that at the Exchange server level.

So you had a bunch of users sending the same message 40 times to the same recipients. Exchange can't stop that for you.
You need either a behavioural solution (Mr two by four) or you need a decent contact management solution.
This has nothing to do with Exchange unfortunately. Postini are not correct. You cannot say that user X can only send 'n' number of messages to contact 'Z' per day.
