New users cannot see Public Folders

Got a strange problem!
We have 2 Exchange 2003 servers and 1 5.5 server in our site.
All mailboxes & PF's are located on one 2003 server (Clustered), the other handles the connectors.
We migrated from 5.5 last year but can't seem to get rid of the 5.5 server as if we take it offline, no-one can see the PF's or forms.
Also, any new user created in AD since the migration gets an error message 'Unable to dislpay the folder. Network problems are preventing connection the the Exchange server.... etc...'

I have used PFMigrate to ensure there are no replicas on the 5.5 server before we take it offline, but still no users can see the PF's when its offline!

It's as though theres a legacy reference to the 5.5 server somewhere.

Anyone seen this before?!

To remove an Exchange Server from an organisation the following steps must be performed:
1.    Move all mailboxes
2.    Replicate all public folders to other servers. Remove public folder replicas from the original server
3.    Rehome any Offline Address Book folders and the Schedule+ Free Busy folder to other servers
4.    If the server is the first server, move the router group master role to another server
5.    Rehome the Recipient Update Service, this is installed on the first server by default
6.    Create another Site Replication Service instance on another server
7.    Remove the server as a bridgehead server for any connectors
