Is there a way to query the environment to see who has Outlook Cache Mode turned on at particular point in time?

Cached mode is exclusively client side, Exchange knows nothing about it. Therefore you would have to query the clients. You can force cached mode on using group policy, so it might be possible to write a script to query the registry key to see if it is enabled.
