I have a backup copy of the Public folder. I would like to extract some of the Public Folders and its content to PST. are there any software or any way to do this without mounting the store?

http://www.quest.com/recovery-manager-for-exchange/ or PowerControls. either is fine, they do the job.

you can perform the extraction of PUB1.edb(which is public folder stored in exchange server) to PST (Personal storage table) folder using EDB **** [See Here:http://www.pcvita.com/extract-data-from-public-folder-edb.html . I have been using this tool personally and it makes the conversion easy and fast.

I would like to suggest this application offer Free trial version. In trial version, user can repair corrupt edb file and export exchange mailbox to pst file and can see the preview of converted mailboxes.
I would recommend, you just use the free trial version.

Here is another good solution available at https://goo.gl/tjhK4h which helps to extract them to accessible outlook pst files without any problem. It helps to mount database from exchange backup and recover unmounted exchange edb files data. It allows to save the search option that helps in quickly finding the selected items.

ExMerge.exe is a freeware solution provided by Microsoft to import emails from EDB files to PST file format. It not only supports damaged EDB files, but also support minor corruption. It would be very simple to import EDB files' data to a new PST file with the help of inbuilt ExMerge Tool.
