Exchange is licensed per seat.
Therefore if you have 100 users accessing Exchange then you need 100 CALs.
Access can be Outlook, OWA, Windows Mobile, Blackberry, POP3.

However if you have say 200 staff on a shift basis and only 100 are working at any one time, then you may only need 100 CALs.

Unfortunately everything I have written above is of no use to you.
The only people who can answer questions on licensing are Microsoft. You will need to call them. Get their response in writing, otherwise it is no use in the event of a software audit.

Simon.

Hi,
Thanx alot Sembee for your detailed reply.

Yes you are right that we should consult some MS person. But this is really strange that we need a license for every user which accesses our E2k7 server because a standard CAL costs roughly US $65.

regards,

Why is it strange?
You want to use the product then you need a license to do so. That hasn't changed since Exchange was first released. Windows Server operates in the same way. To access Exchange you actually need two CALs - a CAL for Windows Server and a CAL for Exchange.
