how can i check that it is on and if it isnt on how does one turn it on:)

Right click on the Servers under the ESM and go to the properties. Click on the Directory Access tab. Select Global Catalogs in the Drop Down.
If you want to manually hard code the GC then uncheck "Automatically discover Servers" and put the one you want
