X500 Addresses in Exchange 2007

Hello-

We recently divested from a company and built our new domain from scratch. Users were not migrated, they were created new. I would like to add an x500 address so that when I import the email from the old domain, it is stil functional when a user acts on it. I can add the x500 address individually to each user but I would like to just add it to the email address policy and be done with it (The aliases will remain the same). When I do so I get this error in the Application Log:

After researching I followed this technet article http://technet.microsoft.com/en-us/library/bb217922.aspx but they do not go over how to add the X500 address if it does not exist.
 
If anyone can give a direction it would be greatly appreciated.
