"Transport Rule" in Exch2003?

How in Exch 2003 do you create what would be the equivalent of what I think are called "Transport Rules" in Exch 2007?

Alternatively, here's what I need to get done at a client.

All email for domain xyz.com is handled by a single Exchange 2003 server.  We've implemented an external appliance for Spam/AntiVirus filtering of incoming email.  There will be two feedback email addresses to report missed Spam and false positives - missedjunk@xyz.com and notjunk@xyz.com.  Those SMTP addresses will probably be on Contacts defined in Active Directory.

What I need is for emails forwarded to those two email addresses to be routed to the external mail filtering applicance to be incorporated into its Bayesian database to make mail filtering smarter.

Since the Exchange Server handles all mail for xyz.com, I need some sort of server-based rule to have it send messages to those two particular addresses to the external appliance.
