I am trying to export a users mailbox and it reports that the Mailbox Database is offline.  I checked and it shows up as being online.  Export-Mailbox : Database 'MAILSERVER\First Storage Group\Mailbox Database' is offline."  No errors in the application log.
EXBPA Tool shows:
Exchange Store does not start
The 'Services' string type value located in 'HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Setup\Services' registry key is missing or inaccessible. The Microsoft Exchange Information Store service will not start. As a result, all services that depend on this service will not be able to start. Please visit http://support.microsoft.com/kb/285116 for more information.

I have gone to the Kb and I have the correct string in the Services key, pointing to my exchange installation. 

Any ideas?

Based upon your mentioned situation, it seems permission issue that prevents you from doing such task. Please note that, domain and exchange administrators are by default denied access to individual mailboxes unless the user id is granted specific permissions to the mailbox. This is by design. In case if you are also open using automated solution, you may consider on Lepide exchange manager tool(http://goo.gl/pE8f9) that provides a comprehensive way to accomplish this task without any further interruption.

To repair corrupt and damaged MS Exchange Server databases (EDB) files, you can download more effective software, Exchange Server Recovery Tool. it can recover emails, attachments, contacts, calendars, tasks, etc. from corrupt EDB files.
